Russia Targets Ukrainian Civilian Areas in Shift to Demoralize Resistance

KYIV, Ukraine—Russian forces, disappointed in programs for a swift victory, shifted to a new technique of pummeling civilian spots in an endeavor to demoralize Ukrainian resistance and reignite their slowing army progress.

On Tuesday afternoon, Russia’s Protection Ministry mentioned it would strike Ukrainian intelligence and communications facilities in central Kyiv that it stated are remaining used for “information attacks” in opposition to Russia, and urged residents living close by to leave for their individual safety. Western diplomats took the warning as a signal that a huge strike on Kyiv’s residential parts was imminent. Some of the remaining personnel at international embassies still left Ukraine’s capital.
